@ChrisJWilson I don't have any evidence to back this up, it's just a feeling but I'm convinced these horrible comment sections are something of a crutch for the organisations to use as a means for justifying the low-quality articles. With no comments at all, more of the focus goes onto the article itself and so inevitably everybody involved has to be invested in making then actual work as good as they possibly can.
