@dgs The idea of going to each individual folder and note to pick out a family member with whom to share does not feel like a well integrated experience.

Instead: go into your Family Sharing settings and see if you can find Notes. I couldn't. I should be able to do this, then have a pre-made section of Notes that are all shared with Family without having to flip the switch for each one.

IDK maybe I haven't been paying close enough attention but this kind of feature would genuinely support the idea of "It just works".
